England and Germany secured promotion into the A Division of the U16 European Championship for Women after progressing into Sunday's Division B final in Arad.
Germany needed overtime to see off Bulgaria 71-64 and they will now square off for the title against the English, who will join them in the top flight next summer after they beat Latvia 51-40.
The English will be underdogs in the finale against a German side which has gone through the tournament unbeaten but they were much too strong for the Latvians.
Jay-Ann Bravo-Harriott and Cheridene Green had 15 points apiece as England hit 15 unanswered points in the first half to overturn an early deficit. And although Latvia surged in the fourth quarter, a 12-4 closing run proved enough to end their hopes.
Germany was pushed all the way by Bulgaria as Borislava Hristova almost led her side to an upset.
Eventually scoring a game-high 26 points, she forced an extra period by hitting a three-pointer to level at 60-60 with two seconds left in regulation. But Germany, led by 19 from Emma Stach, held their nerve to advance.
Elsewhere, on Sunday, Latvia will meet Bulgaria for third place while Lithuania faces Ukraine for fifth.
