With Shay Doron pouring in 28 points, the Israelis claimed a 69-55 victory at home.
Israel led for the entire game, although Ukraine pushed them hard for three quarters.
With 1:51 to go in the third, Alina Iagupova hit a jumper to cut Israel's lead to 43-40.
Jennifer Fleischer and Noa Ganor answered for the hosts, though, to push the lead back to 47-40 and when Doron scored the last points of the quarter with a jumper, the advantage was 49-42.
Ukraine trailed by eight points at the start of the fourth quarter but got no closer.
Israel hit 27 of their 59 shots from the floor but were just two of 10 from the arc.
Katia Levitsky had 11 points and 10 rebounds for the winners.
For Ukraine, 20-year-old Iagupova had 14 points and 10 rebounds.
Oleksandra Kurasova also weighed in with 12 points and nine boards.
Ukraine won their first game in midweek against Portugal.
