The Italians led 50-45 with eight minutes to play but Turkey hit back with a 17-2 run to take a 62-52 advantage and ultimately stun the Azzurre.
Seda Erdogan and Bahar Caglar had 14 points apiece for the Turks.
Turkey won despite enduring a poor afternoon shooting the basketball.
The Turks were 20 of 75 (26.6%) from the floor while their opponents were 21 of 70 (30%).
But they made up for it by out-rebounding the Italians 63 to 42.
Czech Republic 76, Latvia 66
Aija Putnina poured in a game-high 23 points as Latvia beat the Czech Republic 76-66 to clinch their first triumph at the U20 European Championship for Women.
The Colorado center did most of the damage from the charity stripe, as she made 14-of-17, while she also pulled down a whopping 25 rebounds.
Putnina added 12 first-half points as Latvia took a 33 30 half-time lead.
Tereza Peckova's three at the start of the third quarter reduced the deficit to 33-32 but Edite Kresa's five consecutive points made sure Latvia kept their noses in front.
Latvia overcame the absence of Kresa, who was forced to leave the game early in the fourth quarter after sustaining a knee injury, to seal the victory.
