England won their third straight game at the U18 European Championship Division B in Sarajevo on Saturday.
Luke Nelson poured in 19 points and the English prevailed in the Group A game over Romania, 60-55.
Fans were treated to a thrilling conclusion.
Mirel-Claudiu Dragoste's lay-up with 53 seconds to play closed the gap to 57-55 for the Romanians.
Dragoste then had a chance to tie the game but missed another lay-up and England made three free-throws down the stretch to seal victory.
Also in Group A, Israel won 78-58 over Hungary and Belarus won convincingly over Scotland, 78-52.
Egor Koulechov led the Israelis with 23 points and 10 rebounds in their victory.
Yahor Patupchyk and Viktar Ilyukevich scored 13 points apiece for Belarus.
Israel and Hungary are both 2-1 while Romania and Belarus are each 1-2.
Scotland have lost all three of their games.
In Group B, Austria edged the Slovak Republic, 56-52, and Estonia scraped a 65-63 win against Luxembourg.
Austria were knotted at 52-52 with 1:10 remaining when Valentin Bauer split two free-throws and then buried a jumper to put them in front to stay.
Kent Vene hit a go-ahead three-ball with 11 seconds remaining for Estonia.
Sander Saare's 14 points led the scoring.
The Czech Republic and Estonia are 2-0 in Group B with Austria 2-1.
Luxembourg are now 0-3 and Slovakia 0-2.
In Group C, Finland took on Sweden and rolled to a 91-76 victory.
Joonas Lehtoranta caught fire and scored 29 points for the Finns.
Also in Group C, Milija Mikovic poured in 29 points for Montenegro as they blew out Switzerland, 77-57, and Martin Hermannsson had 20 points as Iceland cruised to an 81-65 triumph over Norway.
Iceland are flying high with a 3-0 mark and the Swedes, Finns and Montenegrins are 2-1.
Switzerland and Norway are both 0-3.
In Group D, Belgium routed Portugal 71-45 and hosts Bosnia and Herzegovina claimed an 85-74 victory over Georgia.
Louis Hazard led a balanced scoring attack for the Belgians with 12 points while Jusuf Nurkic had 31 points and 15 rebounds for Bosnia and Herzegovina in their success.
Bosnia and Herzegovina are off to a 3-0 start in Group D and Portugal are 1-2.
The Netherlands and Belgium are 1-1 and Georgia 0-2.
