Marjorie Carpréaux and Virginie Michiels each scored 12 points for the winners, with the former also finishing the game with five assists and six steals. Michiels, a 1.8m power forward, also had five rebounds.
Belgium went through as pool leaders in Group D despite losing 86-60 to Latvia on Sunday.
Laine Kurpniece was the star of the show for Latvia, recording game-highs in points (22) and rebounds (nine) to lead her side to a comprehensive victory.
