Hosts Bulgaria and Denmark have secured promotion to the Division A of the U18 European Championship Men by reaching the Division B final in Varna.
Bulgaria allowed just nine points in the fourth quarter in beating Montenegro 67-54 in the semi-finals thanks to 33 points from Pavlin Ivanov and nine points and 10 rebounds by Tencho Tenchev.
Nikola Ivanovic collected 16 points, four rebounds, four assists, two steals and two blocks in a losing effort.
Bulgaria have not lost in the tournament and will play Denmark for the Division B title.
Rasmus Larsen collected 21 points, 11 rebounds and three blocks in helping Denmark romp Sweden 78-54 in the other semi-final.
Esben Reinholt added 19 points and Kevin Larsen scored 16 points for Denmark, whose only loss came at the hands of Bulgaria earlier in the tournament.
Sweden, who were paced by Tobias Berg with 21 points, will face Montenegro for third place.
Netherlands beat Hungary thanks to Olaf Schaftenaar's 16 points and Mike Schilder's 13 points, 10 rebounds, six assists and five steals and will face Estonia for fifth place.
Janari Jöesaar scored 22 points and Rait-Riivo Laane had 17 points as Estonia beat Israel 76-60.
Israel were paced by Or Solomon with 11 points and 10 rebounds and will take on Hungary for seventh place.
Beka Burjanadze collected 14 points, 14 rebounds and five assists to lead Georgia to a 70-47 victory over Norway to take 15th place.
Chris Ndow scored 23 points for 16th-placed Norway
Gilles Polfer scored 24 points and Tom Steffen had 17 points and 12 rebounds in leading Luxembourg to an 87-76 win over Austria to finish 17th.
Austria took 18th place despite 20 points over Gregor Wilk.
