Melinda Kesoi had a game-high 16 points for the Hungarians.
Hungary also got a big contribution from Reka Balint, who finished with 15 and pulled down 12 rebounds.
Hungary trailed 20-15 at the end of the first quarter but went on a 19-4 run over the next 11 minutes en route to victory.
Slovenia missed out on glory, but accomplished their main aim of winning promotion to Division A.
Hungary were superior shooting the ball from inside the arc.
They were 19 of 48 (39.6%) while the Slovenians finished 12 of 32 (37.5%).
Slovenia were out-rebounded 51-44.
In the battle for third place, Germany cruised to a 79-62 triumph over tournament hosts Israel.
Svenja Brunckhorst had 17 points and handed seven assists for the victors.
