The French side have registered just one win in their seven Euroleague Women Group C games so far, while Fener are one of four teams leading the way with 5-2 campaigns.
Saziye Karsli paced the winners with 18 points, with Tammy Sutton-Brown grabbing 11 rebounds.
In an otherwise evenly-matched contest, it was the second quarter which proved decisive, with the hosts taking it 16-11 to establish a cushion over their visitors.
The teams were level at 16-16 after the first quarter but the Turkish outfit stormed ahead in the next 10 minutes to earn themselves a 32-27 half-time advantage.
They went on to win the third quarter by two points, and the fourth by one, to consolidate the triumph.
Kristi Harrower was the highest-scoring of three USVO players in double figures with a 14-point haul.
