Traviling 25-23 at half-time, the Germans erupted for 36 points over the next 10 minutes while allowing the Baltic nation to score just 14 to take control for good.
Seventeen of those German points in the decisive quarter were scored by Bär.
The response is a good one for Germany who stayed alive in the tournament after their opening day mauling by Belgium.
Latvia, meanwhile, have suffered two defeats after losing to Italy on Friday.
The defeat has prevented them from advancing to the next stage.
Aija Brumermane led the Latvians with 16 points and six rebounds.
On Sunday, Germany face Italy while Latvia take on Belgium.
