Aigars Nerips' side led for virtually the entire game.
The Latvians raced into a 13-4 lead with 6:41 to play in the first quarter.
Kristina Karklina had seven points, an assist and a steal in that early spell for the Latvians, who were in command the rest of the way.
Finland slumped to 3-4 with the setback.
Latvia frustrated Finland's top player, Taru Tuukkanen.

Finland head coach Anton Mirolybov
"We were proud to win against this kind of team at home. Today we lost concentration early in the game. We are upset about this game and now we have to think about the next one.
Latvia head coach Aigars Nerips
"The last two games were completely different. After opening our campaign with a 3-0 record, we were emotionally exhausted and that`s why we lost at Finland. Today we played with better concentration and it worked out. Finland broke down psychologically what didn`t happen at their previous games."
Finland player Taru Tuukkanen
"We played really terrible. The home loss against Greece cost us dearly and lowered our chances. It turned out bad for us."
Latvia center Liene Jansone
"I`m very happy for our win. We won all games at home and our supporters were fantastic. We were down after we lost in Greece. However, we struggled back."
Latvia center Zane Tamane
"We played as a team and won as a team. I hope we will qualify for the EuroBasket Women 2013."
