Latvia outrebounded their opponents 57-31 in a 63-59 win.
The key play came after 37 minutes with Latvia leading 60-57. Italy had the chance to either tie or cut the lead to one, but Federica Nannucci's shot fell short.
Latvia then grabbed four offensive rebounds in one extended possession lasting almost one minute, before Anete Steinberga made two free throws to make the score 62-57.
Italy managed to come back to 62-59, but Steinberga split a pair from the free throw line with 10 seconds remaining to ice the victory.
There was very little action in the first part of the match as both teams found it difficult to penetrate the other's defense.
Latvia decided run more at the Italians towards the end of the second quarter and hit them for 13 consecutive points as Italy shot just 4/19 in the second quarter and trailed 39-23 at the break.
Italy was a new team after halftime and put on a demonstration in the art of long distance shooting to tie the game in the 29th minute
The final period was end to end stuff with Italy making the long shots while Latvia relied more on the inside game, before Steinberga's free throws gave Latvia the win.
Steinberga finished with 15 points and 13 rebounds off the bench for Latvia while Laura Vetra also had 15 points.
